How to break an NIW RFE into concerns, evidence gaps, source materials, and review questions.
Create an issue table
An RFE review package should separate each concern into a short issue label, the relevant RFE location, related original-petition material, existing evidence, possible missing evidence, and attorney-review questions.
This structure helps prevent a response from becoming a pile of extra documents with no clear relationship to the stated concern.
Compare the RFE with the original materials
Many response problems are organization problems: a useful fact may exist, but it may not have been connected to the right argument or source.
