How to collect and organize federal-priority sources for attorney review without overstating their legal effect.
Use primary sources first
Federal-priority research is strongest when it begins with agency strategies, congressional or executive materials, official program pages, public funding priorities, and government reports.
Secondary commentary can help explain a field, but the review package should preserve links to the underlying source materials.
Connect sources to the petitioner's work
A federal source is not useful by itself. The review package should explain which research topic, project, method, product, or field problem it relates to.

Avoid unsupported conclusions
